I was a PhD Research student at the Univeristy of South Wales solving the problem of how to introduce 40 million robots onto the roads of the UK, other wise known as setting the stage for autonomous vehicles.
The main issue is not the technology, that can be made to do whatever you want, it is the laws, expectations, and culture of society in which autonomous vehicles operate. Each individual is a potential stochastic terrorist,
There was no purpose or goals defined for the road transportation system, and my conclusion was that the introductionof autonomous vehicles required a context, which I defined in an axiom system. Life was then simplified, the necessary interoperability identified and then everyone else involved could carry on developing their legacy systems, Coding starts with the questions about the purpose and goals.
The game of Monopoly is not dictated by the pieces such as the boot, shoe, hat, dog, or what ever you want to put on the board. Those pieces move to achieve the predefined winning strategy on a defined infrastructure, neither of which are in the control of the manufacturers. There are laws, cultures, and purposes for the road transportation system specific to each country.
Needless to say, I am not the most popular person - autonomous vehicles are not evolutions of the cyberphysical.
