<p>That our core challenge now is to learn how to use the technology to re-weave our collective nervous systems will not be any news to this community. Doug Engelbart spent the three last decades of his life seeking for a community, a place in the world, a systemic pressure point, where this re-weaving could properly begin, in such a way that it might scale... <p>A recipient of the <i>Turing Award</i>, the <i>National Medal of Technology</i> and a couple of dozen other highest honors, <a href="http://www.dougengelbart.org/about/dce-bio.html" target="_blank">Douglas Engelbart</a> (1925-2013) was recognized with some of the highest honors an inventor could receive. As the progenitor of word processing, outliners, windows, teleconferencing, intranets, bitmapped screens, hypertext, hypermedia, groupware, wikiness, and email... Doug saw into the future and realized the way computers could be created and used for the betterment of humanity.</p>
<p>Yet – even though his vision and accomplishments prompted Alan Kay to ask “What will the Silicon Valley do when they run out of Doug’s ideas?” – Doug felt as if the world had missed the point. When asked by <a href="http://collaborapologist.com/2011/02/21/scaling-human-capabilities-for-solving-problems-that-threaten-our-survival.aspx" target="_blank">Sam Hahn</a> in 2010 what percentage of his vision had been realized in practice, Doug answered: “3.6%”.</p>
<p>If so: what is that elusive “96.4%”? The following quote from Doug may provide a clue:</p>
<blockquote><i>“Many years ago, I dreamed that people were talking seriously about the potential of harnessing a technological and social nervous system to improve the IQ of our various organizations. What if, suddenly, in an evolutionary sense, we evolved a super new nervous system to upgrade our collective social organisms? Then I dreamed that we got strategic and began to form cooperative alliances of organizations, employing advanced networked computer tools and methods to develop and apply new collective knowledge.”</i></blockquote>

<p>The aim is active and ambitious: the <i>PFTF Challenge</i> will focus on hosting a set of demos to be presented in 2018 on the 50th anniversary of Engelbart’s famous 1968 demo with the aim of shaping the future of humanity and technology in the extraordinary way that <i>The Mother of All Demos</i> has shaped the last 50 years. The <i>Challenge</i> is envisioned as a collaborative ‘uncompetition’, in which the demo project teams augment each other’s progress by sharing insights and learning from one another.</p>

<p>Chapter 1 introduces the research question: How does <i>sense-making</i> develop in the context of decision-making on complex issues in a public organisation? The purpose of the research is to gather insight and to identify improvements in the process of decision-making. This research is important because democracy depends on the trustworthy execution of decisions by the public organisation. The complexity of society and its social problems increase. It is important that the process of decision-making matches the problems the government has to deal with.</p>
<p>The study is carried out around two cases: the decision to build a new subway in Amsterdam, called ‘Noord-Zuidlijn’, and the decision to start a new museum, called the ‘Hermitage aan de Amstel’. The Cynefin methodology is used to describe the level of complexity of the decision-making.</p>
<p>In most cases there is more than just rationality in decision-making in complex situations. Psychological and sociological factors also play an important role, alongside the context of the organisation involved. The theory used in the study reflects this: The concepts of structuration by Anthony Giddens and sense-making by Karl Weick. The aim of doing this is to improve insights in motives and actions from the actors, and to find out if, and how, changes in the structure of decision-making occurs or can be made.</p>
<p>The research methodology has characteristics from both intrinsic and instrumental case-studies. The elements of the methodology are explained: biographical notes from the organisation and the researcher, the usage of data, documentation, literature and interviews. Verifiability and transparency are improved by using these different angles and triangulation. Chapter 1 ends with the explanation of the methodology for analysing the cases.</p>
<p>Chapter 2 contains a biography of the municipality of Amsterdam. The identity of the organisation, the opinions and its values have - more or less consciously - an influence on the considerations and actions of agents. This is also true for the researcher himself. That is the reason why the professional life of Ben Verleg is described in this chapter as well.</p>
<p>Chapter 3 is the heart of the study and describes the case ‘Noord-Zuidlijn’. The first part provides a chronological abstract of occasions. Part 2 and 3 are constructed from three perspectives: the local government, the civil servants and the external experts. Using quotes of interviews, two important milestones are described: the decision to start the project in 2002 and the decision in 2009 to go on.</p>
<p>Chapter 4 analyses the case ‘Noord-Zuidlijn’ using the theory of structuration (Giddens) and the theory of sense-making (Weick). The analysis leads to a number of observations and conclusions about the pattern of decision-making. Although the content in 2009 is different from that in 2002, the way actors act in terms of cause-maps, has not changed.</p>
<p>Chapter 5 describes the case ‘Hermitage aan de Amstel’. After the chronological abstract of occasions, the picture is constructed using examples and quotes from agents in this successful project.</p>
<p>Chapter 6 analyses the case ‘Hermitage aan de Amstel’. The analysis is slightly different from the case ‘Noord-Zuidlijn’ because of the difference in complexity of the decision-making. The analysis is constructed using the theory of structuration (Giddens) and sense-making (Weick) as well.</p>
<p>Both cases are compared on the characteristics of sense-making. Striking is the observation that in the case of ‘Hermitage’ none of the vagueness arises as seen in ‘Noord-Zuidlijn’. Another evident difference is the way actors act. In the case ‘Hermitage’ problems are seen an opportunity for win-win situations, not as resistance.</p>
<p>In chapter 7 the researcher reflects on the findings of the study. He concludes that not only government, but anybody involved should contribute in making the sense of decisions explicit. The more complex problems are, the greater the need to do so. If not, it is most likely that vagueness remains and that the results will be disappointing to society in the end.</p>Revitalize our community? <p>Long time lurker, first time poster to this network. I wanted to let members know what after two long years, I am thrilled to announce that a book I wrote with Kailash Awati has now been released.</p>

<p>The full title is "The Heretic's Guide to Best Practices: The Reality of Managing Complex Problems in Organisations". The book contains some detailed discussion about wicked/complex problems and Dialogue Mapping. We also examine how to use techniques such as Dialogue Mapping in combination with various problem structuring methods, as well as the sorts of structural governance approaches that allow these tools to take root.</p>
<p>The other aspect to the book is its writing style. It has a fair degree of depth, but is written in a casual, conversational style. Somehow we have weaved in Conklin, Rittel, Ackoff, Ostrom, Willy Wonka, Star Trek, Star Wars, Habermas, Ben 10 and Senge. If that combination of pop culture and guruness isn't enough to perk up interest then nothing will :-).</p>
<p> The three sentence elevator pitch goes something like this:</p>
<p>"If you have ever thought "I can't believe my organisation is actually embarking on this wrong-headed initiative," then you must read this book. It worked on the assumption that we can…</p>
<p>An interesting experiment has been taking place in Melbourne, Australia around the creation of generative spaces for strengthening neighbourhoods and tackling challenging issues.</p>

<p>The experiment was started, perhaps rather unexpectedly, by a church but most decidedly it was not an attempt to try draw people “into the institution.” Instead it asked how might we create more neighbourhood spaces for authentic engagement, person to person? It worked on the assumption that we can co-create a different type of world if we start with local conversations around issues that people care about. Based on Margaret Wheatley’s call to gather people around us who share our passion on an issue and get talking, <a href="http://www.gift-a-blog.net/">Adrian Pyle</a> (the Uniting Church in Australia’s Director of Relationships Innovation), convened a gathering of about twenty people he’d met who had a deep and genuine commitment to helping sustain healthy neighbourhoods. These were not just “professional” community developers but entrepreneurs, residents, change agents, artists, activists and business people. The gathered participants used the metaphor of a “U” to help describe the type of conversation they were trying to have …the idea of the “bowl” or “downward orientation” of the U encouraging participants to keep there language personal, grounded, humble, real ….and avoid postulating what we could/should/must do to others.</p>
<p> </p>
<p>Something must have worked in this conversation. Grass-roots community blogger and activist <a href="http://www.pigswillfly.com.au/?p=10859">Gail Plowman wrote this significant entry at her “Pigs Will Fly” blog</a>. Gail was moved by the nature of the discussion and what appeared to happen within it. She made mention of others who commented or blogged on the event.</p>
<p> </p>
<p>The one international participant at the event was Dave Cooper from <a href="http://shalommakers.com/about/">Shalom Makers</a> in the US, an organisation that searching for useful connections between community, organisational and spiritual development. Inspired by the event, Dave has begun to make connections into the <a href="http://colabradio.mit.edu/?p=9511">MIT Community Innovators Lab and has started blogging about the experience with the first two entries available at the time of writing.</a></p>

<p>Adrian Pyle began the process of preparing for this event with a paper exploring the resonance between spiritual, community and organisational development, and how has observed that techniques of profound change seem to represent the “U” shaped wisdom. <div class="field-items"><div class="field-item odd"><br/>The desired outcome of all scientific endeavour is to advance the the body of accumulated knowledge
in a materially verifiable way. This knowledge is communicated through the research literature, which<br />
presents scientific claims and their justifications through forms of discourse, expressed in document<br />
genres legitimated by a given research community. The study of the rhetorical and argumentative<br />
characteristics of such discourse has long-standing traditions, the results of which also provide insights<br />
into how scientific publishing, search and debate might take new forms on the social-semantic web.<br />
This article surveys, for a general readership, the growing body of work that models scientific<br />
discourse for social-semantic web applications, and offers a framework highlighting key features to<br />
help compare the various models. Secondly, we present examples of tools based on discourse models,<br />
which facilitate semantic navigation, structured debate, human and machine annotation of scientific<br />
texts, and literature analysis/alerting services. Finally, we identify some of the open research<br />
challenges confronting the field, and summarise the ways in which they are being tackled.</div>

Each conversation has its own home page with an explanation (motivation) for the conversation followed by any responses, which, typically, are issues raised. That format is similar to Debategraph. Each node in the conversation is its own wiki page.<br/><br/>Ongoing work is evolving navigation and participation widgets that will allow one to get a visual image of a conversation from which one might see the <span style="font-style: italic;">gestalt</span> of the conversation, which is a more difficult event when the conversation is chunked over a range of pages.<br/><br/>The overall project is called <a href="http://code.google.com/p/bloomer/">Bloomer</a>. <p style="margin-left: 40px;">Making sense of the current state of an emergency and of the response to it is vital if appropriate decisions are to be made. This task involves the acquisition, interpretation and management of information. In this article we present an integrated system that applies recent ideas and technologies from the fields of Artificial Intelligence and semantic web research to support sense- and decision-making at the tactical response level, and demonstrate it with reference to a hypothetical large-scale emergency scenario. We offer no end-user evaluation of this system; rather, we intend that it should serve as a visionary demonstration of the potential of these technologies for emergency response.</p>
